hard to tell by the picture he has, he doesn't show the weights very well at all but it almost looks like an old style kit.

Look like an old one. Looks like he is trying to hide the weights. I would ask for a better picture of the weights before you buy, no screws shown.

i think the only difference is you cannot add screw to the weights with the old style.

Slightly different design(shape) and not adjustable. You get what you get.

YES, the old style is still adjustable. You have a middle hole and a tip hole and then there is a set screw that goes into the actual "heel" of the weight to adjust that end. I have the old style kit in my wife's bike and the new style kit in my bike, they both work fine.
